if by 'most frequent,' you mean how often you get a 'winning' combination of symbols during your play, that's also something different. but that's a function of how much action the machine is getting, not the payback percentage. Machines that are played more, generally pay off more frequently. but you shouldn't infer from that that they have the 'most frequent' payouts.
